The following rule has been added:
2.20 Loss of Proboards The Commissioner will take responsibility for capturing backups of roster pages and the rule book twice a season - usually at the completion of free agency and at the end of the MBL End of Season. These backups will be stored in isolation from Proboards. In case of a full loss of our league board(s), all owners will be contacted via the email address linked to the scoring website. When a new host service is established and setup, every roster will be restored to that of their last backup. If the loss occurs during the MBL season, results until that date will remain but rosters must be immediately updated to reflect only the players present on the restored backup roster. All player transactions between the backup and the loss of the league board(s) will be deemed as lost.

Rule 7.7 previously stated:
7.7 Availability of Players with Non-Guaranteed Contracts Missing from a Roster A player with a non-guaranteed contract who is 'missing' from the Proboards roster to which he should belong may be protected by the team who would hold the rights to that player as if he were unprotected if all of the following conditions are met: 1. One month has passed since the current roster on which the player should be found was originally posted 2. Three months have passed since the transaction which should have added the player to the roster 3. Three months have passed since the player last accumulated stats on the scoring website (or the player has never accumulated a stat on the scoring website) 4. Confirmation has been received from a Commissioner that the first three conditions have been met. If within a week of a protect post a protected player is found to be 'missing' from another roster but condition 4 has not been met, the protect will be deemed illegal. When this occurs, the team 'missing' the player will be granted a week to return the player to their Proboards roster, otherwise the player will be assumed to be unprotected. If a protected player is found to be 'missing' from another roster more than a week since the protect post then the protect will stand as legal.

Rule 1.4 previously stated:
1.4 Team Ownership Allocation of and changes to team ownership will be at the discretion of the Commissioner.
As a measure of owner quality control, newcomers to the league should expect to successfully navigate at least two separate stages during the application process. Applications may be declined at any stage of the application process without explanation. Any owner successfully passing the application process but not immediately filling a vacancy (either through declining a vacancy offered to them or through vacancies being filled by other applicants) will be added to the waiting list. Any new vacancy arising will be offered in order to owners on this waiting list before new applicants are considered.
Existing owners may apply to swap teams assuming the following conditions are met: -The application to switch teams is submitted to the Commissioner within 48 hours of the vacancy being announced -The team being applied to has not previously been available since the owner joined the league -The owner has not previously switched teams -The team being applied to is specified as a favourite team or a local team in the owner's original application post
Where multiple teams and/or applicants are simultaneously available, team ownerships will be offered at the discretion of the Commissioner with potential considerations including (but not limited to): -allocating owners to a favourite or local team (as specified in the owner's original application post) -strength of application -length of time on the waiting list -strength of past performance in MBL -length of service in MBL In scenarios where there are multiple suitable candidates for a vacancy, it should be understood that a new applicant may not be offered ownership of their first choice team and/or may be asked to join the waiting list pending a future vacancy.

When a vancancy arises and applicants are present on the waiting list, the applicants on the waiting list will be sent the secondary questionnaire and given 72 hours to respond. In most cases, the strongest applicant (and therefore the allocation of the vacancy) will be determined by the quality of answers given in the secondary questionnaire.

Rule 2.12 previously stated:
A new owner joining a team is entitled to reduce one inherited multi-year contract to expire in the coming offseason. To do so the new owner must contact the commissioners within 28 days of joining the team to specify which contract should be reduced. If the new owner does not contact the commissioner during this period then they waive the ability to reduce a contract in length. The contract reduction does not occur immediately upon approval. The revised contract length would go into effect at the subsequent trade deadline (as mentioned in rule 4.9) provided the following conditions continue to be true: -To be eligible the new owner must have joined the team since the previous season's trade deadline, and continually owned the same team. -The free agent contract must have been continually present on the roster since the new owner assumed control of the team. No hometown discount will be applicable when the player is auctioned after his contract reduction.

If the contract reduction request is made after the trade deadline but before the beginning of the Previously Unlisted Free Agent group then the contract reduction is instantaneous. If the request is made during this window and after the end of the MBL End of Season then the player immediately becomes a free agent. If the contract reduction request is made after the beginning of the Previously Unlisted Free Agent group and before the next trade deadline then the contract reduction does not occur immediately upon request. The revised contract length would go into effect at the subsequent trade deadline (as mentioned in rule 4.9) provided that the guaranteed contract to be reduced has been continually present on the roster since the new owner assumed control of the team. No hometown discount will be applicable when the player is auctioned after his contract reduction.

4.8 Formation of TC The TC will be formed each off-season in preparation for the coming season. At an appropriate time volunteers will be sought until six members are found - ideally one member from each division. The Commissioner will serve as a 7th member only when necessary. If excess volunteers make themselves known then each volunteer will be given the opportunity to put forward their personal philosophy of ideal TC behaviour, and all members will vote for their preferred TC members. The top vote receiver(s) will be elected to TC.

Any team exceeding the salary cap in multiple instances (through any otherwise legal transactions whilst that same player was missing from the roster) will only be penalised once.

Rule 6.3.1 previously stated:
6.3 Exceeding the Salary Cap Going over salary will result in following penalties: 1st time - warning from Commissioner 2nd time - $1.0 lowered salary cap for following year 3rd time - $5.0 lowered salary cap for following year 4th time - kicked out of league The count of infractions will be reset at the end of each season and does not accumulate across multiple years. If, upon calculation of a new season's arbitration salaries/roster, a team is over their cap limit there will be no immediate penalty. Any team over cap in this fashion will be unable to bid on free agents or protect any unprotected players, and any trades they make must see them reducing their overall salary obligations. Any team over the cap limit after the calculation of their new season's roster may without penalty pick up any options available to them despite this adding to their deficit. If the team remains over their cap limit into opening day then normal penalties will then apply.
It has been changed to:
6.3.1 Exceeding the Salary Cap Exceeding the salary cap will result in incremental penalties depending on the owner's number of infractions in the past 365 days: 1st time - warning from Commissioner 2nd time - $1.0 lowered salary cap for following year 3rd time - $5.0 lowered salary cap for following year 4th time - kicked out of league Once being identified as having exceeded the salary cap, the owner will have 7 days to post transactions (including trades which must be approved) to return below the limit before incurring a further penalty. If, upon calculation of a new season's arbitration salaries/roster, a team is over their cap limit there will be no immediate penalty. Any team over cap in this fashion will be unable to bid on free agents or protect any unprotected players, and any trades they make must see them reducing their overall salary obligations.
