The following rule has been added (with changes to other numbers in the rules to accommodate the addition):
5.4.2 Free Agency Deadline The deadline for beginning Free Agency auctions is the trade deadline (see rule 4.10). Any auction begun prior to the trade deadline will run as normal even if the trade deadline passes whilst the auction is in progress. Once a player is available to be bid on (either from their Free Agency Round commencing or from midnight passing after they are posted in the 'In Season Free Agents' group) their auction can begin at any time prior to the Free Agency deadline, regardless of how long has passed since they were first available to be bid upon.

Rule 6.3.1 previously stated:
6.3.1 Exceeding the Salary Cap Exceeding the salary cap will result in incremental penalties depending on the owner's number of infractions since the last opening day: 1st time - warning from Commissioner 2nd time - $1.0 lowered salary cap for following year 3rd time - $5.0 lowered salary cap for following year 4th time - kicked out of league Once being identified as having exceeded the salary cap, the owner will have 7 days to post transactions (including trades which must be approved) to return below the limit before incurring a further penalty. If the team remains over their cap limit into opening day then normal penalties will then apply.
