This is a rule change proposal requiring either: a) a two-thirds majority of the vote when a minimum of 10 votes are received, or b) 16 or more votes in favour of the change to be written into the rulebook at the agreed time. If accepted, this rule change would come into effect at the end of the 2022 season (ie would first impact the calculation of arb salaries for players in 2023) This rule change is intended to avoid some of the extreme 4th-6th year arb salaries produced by the current uncapped system, and add some control and stability to the salaries of very elite (or one-category superstar) players in their later arb years. The maximum salary for 5th year players is $7.5. The maximum salary for 6th year players is $10.0.

By a vote of 15-4 (a two-thirds majority of the vote when a minimum of 10 votes are received), 4th-6th year arb salaries will be capped from the end of the current season. The rule book will be updated accordingly at that time.
