Rule 5.9.3 previously stated:
5.9.3 Automatic Free Agent Contract Salary All automatically allocated free agents will be given a salary of their previous season's ESPN Rater score (see rule 3.6) plus 50% of their ESPN Player Rater score from the season prior to last season. If for any reason the ESPN Player Rater is unavailable and an unknown player salary needs to be calculated, the Commissioner will provide an estimated salary. This salary will be used temporarily until the Player Rater is available again. Where a player has a negative Player Rater score in either 2014 or 2015 this will be counted as a zero in the free agency salary calculation. The maximum automatic free agent salary will be capped at $20.0, and the minimum automatic free agent salary will be capped at $1.0. The salary for the automatically awarded free agent will be announced by the Commissioner in the free agent thread.
It has been changed to:

To reflect the result of this rule vote mlbbaseballleague.proboards.com/thread/2585/roster-maintenance-period the following rule has been added (with changes to other numbers in the rules to accommodate the addition):
2.18 New Roster Maintenance Period Following the conclusion of the MBL season, each owner will post a new roster for the coming season. This roster will contain an exact list of players on the 'old' team roster excluding any players lost to free agency, with arbitration years incremented and new salaries shown where appropriate. To allow the smooth completion of pre-season roster checks, new rosters will be frozen until the formation of the new trade committee. No trades, protects or unprotects are permitted during this time. The end of this freeze will be announced by the Commissioner.

If, upon calculation of a new season's arbitration salaries/roster, a team is over their cap limit there will be no immediate penalty. Any team over cap in this fashion will be unable to bid on free agents or protect any unprotected players, and any trades they make must see them reducing their overall salary obligations. If the team remains over their cap limit into opening day then normal penalties will then apply.
It has been changed to:

The following rules have been removed (with changes to other numbers in the rules to accommodate the removal):
4.12.1 Placing Players on Trade Waivers Following the trade deadline, and prior to the end of the league season, teams may place a total of five players onto 'Trade Waivers' by listing them (including their contract) individually as a new topic in the 'Weekly Waiver Claim' thread.
4.12.2 Claiming Players placed on Trade Waivers Following the placement of a player on Trade Waivers, all other teams have the chance to make a claim on the player during a 48-hour window which begins immediately. To place a claim on a player the claiming team should post 'Claim' in the waived player thread. If more than one team places a claim on a player, the winning claim is awarded to the claiming team with the worst record. A team may only make a claim if they have sufficient cap space to assume the salaries of all of their open claims.
4.12.3 Waiver Claims are Final All claims made on waived players are final. You may not withdraw or delete any claims under any circumstances.
4.12.4 Players claimed from Trade Waivers Once a player has been claimed: 1) The waiving team can work out a trade with the team that claimed him. All players involved in the trade with at least 1 MLB plate appearance or 1 MLB batter faced must have first passed through waivers. As per rule 4.10, any number of prospects with zero major league service experience may be traded without needing to clear waivers. 2) The waiving team can waive the player outright with his salary and rights reverting to the team that claimed him, getting no player in return. To waive outright a claimed player the waiving team should post 'Waived' in the waived player thread. 3) The waiving team can pull the player back from waivers, whereupon the player is ineligible to be placed on Trade Waivers again. To pull back a claimed player the waiving team should post 'Pulled back' in the waived player thread. If a waived player has not been posted in a trade or waived outright within 120 hours (5 days) of the expiry of the original 48-hour window then they will be automatically Pulled back.
4.12.5 Unclaimed Players If a player remains unclaimed through the 48-hour window his team is free to trade him to any team.
4.12.6 Trade Waivers Deadline The Trade Waivers Deadline is 11:59pm ET on the Sunday of the 18th (and final) regular season matchup. The trade does not need to be approved by this time, but does have to be posted and accepted by all parties.

2.12 New Owner Dispensation to Optionally Reduce One Multi-Year Contract to an Expiring Contract A new owner joining the league is entitled to reduce one inherited multi-year contract to expire in the coming offseason. To do so the new owner must contact the commissioners within 7 days of joining the league to specify which contract should be reduced. If the new owner does not contact the commissioner during this period then they waive the ability to reduce a contract in length. The contract reduction does not occur immediately upon approval. The revised contract length would go into effect at the subsequent trade deadline (as mentioned in rule 4.9) provided the following conditions continue to be true: To be eligible the new owner must have joined the league since the previous season's trade deadline, and continually owned the same team. The free agent contract must have been continually present on the roster since the new owner assumed control of the team. Once the player is specified as having a reduced contract, he is ineligible to be placed on trade waivers. No hometown discount will be applicable when the player is auctioned after his contract reduction.
It has been changed to:
