Rule 1.1 previously stated:
1.1 Code of Conduct It’s understood that the MBL is a place that encourages the competitive spirit and promotes an atmosphere that is conducive to do everything one can in a fantasy setting to have the best team possible. However, there are some ground rules to follow in order to assure that we are all treated in a civic and respectful manner.
- Be nice. This is a competitive league, and we all like a good fight, but let's remain civil at all times in order to promote an atmosphere of fun within the league. - Avoid profanity. - Be helpful whenever possible. - Always strive to remain calm. Any problems or disputes will be handled in a timely fashion. Don't take things personally if a decision is made that is not in your favour. - Collusion or cheating will not be tolerated under any circumstances. - All teams should be trying to finish as high as possible in the standings with their available rosters, selecting their optimum line-up wherever and whenever possible. - This is a year-round league with daily lineup changes, and owners are expected to be online most days - even in the offseason. As a common courtesy it is expected that personal messages from other owners be responded to in a timely manner (ideally no more than a few days) – even if it is to say “No thanks” or “Sorry, I’m not interested”.
That said, we understand that from time to time real life can get in the way of fantasy baseball. If at all possible please let us know in advance if you're going to be away or uncontactable otherwise you may return to find that your team has been given to another owner.

To reflect the result of this rule vote mlbbaseballleague.proboards.com/thread/1514/new-owners-allowed-reduce-contract the following rule has been added (with changes to other numbers in the rules to accommodate the addition):
2.11 New Owner Dispensation to Optionally Reduce One Multi-Year Contract to an Expiring Contract A new owner joining the league is entitled to reduce one inherited multi-year contract to expire in the coming offseason. To do so the new owner must contact the commissioners within 7 days of joining the league to specify which contract should be reduced. If the new owner does not contact the commissioner during this period then they waive the ability to reduce a contract in length. The contract reduction does not occur immediately upon approval. The revised contract length would go into effect at the subsequent trade deadline (as mentioned in rule 4.9) provided the following conditions continue to be true: To be eligible the new owner must have joined the league since the previous season's trade deadline, and continually owned the same team. The free agent contract must have been continually present on the roster since the new owner assumed control of the team. Once the player is specified as having a reduced contract, he is ineligible to be placed on trade waivers. No hometown discount will be applicable when the player is auctioned after his contract reduction.

Rule 6.6 previously stated:
6.6 Invalid Free Agency Bids There will be no penalty for the first or second invalid free agency bid made during the off-season free agency period. For a third invalid free agency bid made during the same off-season free agency period, the team will be disqualified from bidding in the remainder of the open group, but allowed to bid in subsequent groups. For any subsequent invalid free agency bid(s) made during the same off-season free agency period, the team will again be disqualified from bidding in the remainder of the open group, but allowed to bid in subsequent groups. In addition, the penalised team will have their salary cap lowered $1.0 per infraction for the coming season.
For any invalid bid deemed by the Commissioner to have been deliberately posted (in order to delay an auction) the team will be disqualified from bidding for the remainder of the free agency period. In addition, the penalised team will have their salary cap lowered $5.0 for the coming season.
For any invalid bid not identified until after the Final Round of Free Agents is finished (meaning that the contract remains awarded - see rule 5(2016).12.5), the 'winning' team forfeits the ability to offer Club Options in the following Free Agency period.
All invalid free agency bids will be voided by the Commissioner. When communicating the voidance of the bid in the free agent thread the Admin will confirm the penalty status of the penalised team. In case of genuine/mathematical error the Commissioner will use their discretion to determine intent and whether the infraction would qualify towards the penalty scale.

The following rules have been added (with changes to other numbers in the rules to accommodate the addition):
5.9.1 Automatic Free Agent Contracts For Unowned Teams Teams deemed by the Commissioner to be unowned at the start of any free agency round will automatically sign any players in that free agent group who finished last season on that team's roster. Such signings will be announced in the player auction thread by the Commissioner within 24 hours of the commencement of the Free Agent group. Any bids made by other teams on a player automatically signed by an unowned team (either before or after the Commissioner announcement) will be ignored.
5.9.2 Automatic Free Agent Contract Length All automatically allocated free agents will be given a 1 year contract.
5.9.3 Automatic Free Agent Contract Salary All automatically allocated free agents will be given a salary of their previous season's ESPN Rater score (see rule 3.6) plus 50% of their ESPN Player Rater score from the season prior to last season. If for any reason the ESPN Player Rater is unavailable and an unknown player salary needs to be calculated, the Commissioner will provide an estimated salary. This salary will be used temporarily until the Player Rater is available again. Where a player has a negative Player Rater score in either 2014 or 2015 this will be counted as a zero in the free agency salary calculation. The maximum automatic free agent salary will be capped at $20.0, and the minimum automatic free agent salary will be capped at $1.0. The salary for the automatically awarded free agent will be announced by the Commissioner in the free agent thread.
5.9.4 Rostering Automatic Free Agents The Commissioner takes responsibility for adding automatic free agents to the relevant roster(s).
5.9.5 New Owner Permission to 'Drop' Automatic Free Agent Signings If a new owner assumes a team which has automatically signed free agents they will be given the option of withdrawing their Free Agent offer to any player signed and throwing them back into the Free Agent pool. New owners will be given 7 days from their joining date to identify Free Agent signings they wish to drop. They may drop as many or as few Automatic Free Agents signed as they wish, with the only restriction being that they must be under the cap limit ($100.0) at the end of their drops. 1) If this is occurs before the end of Free Agency then any dropped players will go into the final Free Agency group. 2) If this occurs after the end of Free Agency then any free agents dropped will go into a new free agency group at the start of the next week. 3) If this occurs after the trade deadline (as per rule 4.9) then the player will remain unowned for the remainder of the season and will go into the next season's free agency. If an automatic free agent signing is 'dropped', no hometown discount is applicable the next time they are auctioned in Free Agency.
5.9.6 Automatic Free Agent Signings Exceeding Salary Cap Automatic free agent signings are permitted to take an unowned team's salary commitments above the cap limit. New owners will be given 7 days from their joining date to unprotect players (rule 7.3) or 'drop' automatic free agent signings (rule 5.9.5) to bring their salary obligations below $100.0.
