6.1 Cheating and Collusion
Cheating and collusion will not be tolerated and the person(s) caught will be banned immediately.
6.2 Correcting Errors
It is each GM's responsibility to resolve any errors or infractions as soon as they are identified.
6.3.1 Exceeding the Salary Cap
Exceeding the salary cap will result in incremental penalties depending on the owner's number of infractions since the last opening day:
1st time - warning from Commissioner
2nd time - two week roster freeze (no free agent bids, trades, retirements, protects or unprotects)
Each further occurrence - two week roster freeze and $2.0 lowered salary cap for the following year per infraction
Once being identified as having exceeded the salary cap, the owner will have 7 days to post transactions (including trades which both parties accept) to return below the limit before incurring a further penalty.
If, upon calculation of a new season's arbitration salaries/roster, a team is over their cap limit there will be no immediate penalty. Any team over cap in this fashion will be unable to bid on free agents or protect any unprotected players, and any trades they make must see them reducing their overall salary obligations. Any team over the cap limit after the calculation of their new season's roster may without penalty pick up any options available to them despite this adding to their deficit.
If the team remains over their cap limit into opening day then normal penalties will then apply.
6.3.2 Exceeding the Salary Cap via Players Missing from a Roster
If (in the sole judgement of the Commissioner) the salary of any player missing from a roster would have taken the roster over the cap limit at any time during the absence then the team will be deemed to have exceeded the salary cap, and penalties will be applied as per rule 6.3.1. Any team exceeding the salary cap in multiple instances (through any otherwise legal transactions whilst that same player was missing from the roster) will only be penalised once.
6.4.1 Accumulating Stats with Ineligible Players
If a player has accumulated stats on the scoring website whilst they are not legitimately on your Proboards roster (including unprotected arbitration eligible players, illegally protected players, players acquired via trade before it has been fully approved, or players acquired via trade who have not yet been added to the Proboards roster) you will be given a loss in any category impacted by ineligible players. If the same player accumulates stats in multiple matchups (whilst continuously being ineligible for the same reason) then losses will only be applied in the first and last matchups where he is identified as having had any impact on any category.
For example: if you play an ineligible player in your active lineup for one day and they go 0-1 with a Run (but no HR, RBI or SB) then you will automatically forfeit R and AVG for that matchup. HR, RBI and SB (as well as the pitching categories) will continue to be contested as normal.
6.4.2 Accumulating Stats with Missing Players
Any player that accumulates stats on the scoring website whilst missing from a roster whose rightful presence would have taken the roster over the cap limit will be deemed to be an ineligible player, and penalties will be applied as per rule 6.4.1.
There is no penalty for accumulating stats with a missing player who does not result in the salary cap being exceeded.
6.5 Failure to Maintain Historical Rosters
Any owner who edits their previous season's roster instead of posting a new thread for the new season (thereby failing to maintain a record of the previous season's roster) will have their salary cap lowered for the following year by $10.0m.
Any owner found to delete any historical team roster without prior consent of the Commissioner will be removed from the league.
6.6 Invalid Free Agency Bids
There will be no penalty for the first or second invalid free agency bid made during the off-season free agency period.
For a third invalid free agency bid made during the same off-season free agency period, the team will be disqualified from bidding in the remainder of the open group, but allowed to bid in subsequent groups.
For any subsequent invalid free agency bid(s) made during the same off-season free agency period, the team will again be disqualified from bidding in the remainder of the open group, but allowed to bid in subsequent groups. In addition, the penalised team will have their salary cap lowered $1.0 per infraction for the coming season.
For any invalid bid deemed by the Commissioner to have been deliberately posted (in order to delay an auction) the team will be disqualified from bidding for the remainder of the free agency period. In addition, the penalised team will have their salary cap lowered $5.0 for the coming season.
For any invalid bid not identified until after the Final Round of Free Agents is finished (meaning that the contract remains awarded - see rule 5.13.5), the 'winning' team forfeits the ability to offer Club Options in the following Free Agency period.
All invalid free agency bids will be voided by the Commissioner. When communicating the voidance of the bid in the free agent thread the Admin will confirm the penalty status of the penalised team.
In case of genuine/mathematical error the Commissioner will use their discretion to determine intent and whether the infraction would qualify towards the penalty scale.
6.7 Editing or Deleting Free Agency Bids
Any owner found to edit or delete a free agency bid will be disqualified from bidding in the remainder of the open group. In addition, the penalised team will receive the following penalties:
1st time - warning from Commissioner
2nd time - four week roster freeze (no free agent bids, trades, retirements, protects or unprotects)
3rd time - eight week roster freeze
4th time - team ownership removed
6.8 Protecting Players Not Eligible To Be Protected
Any attempted protect of a player not eligible to be protected (as defined in rule 7.1) will be immediately reversed without penalty.
Any attempted protect of a player seemingly eligible to be protected but failing to meet conditions 1, 2 or 3 of rule 7.7 will be immediately reversed without penalty.
If within a week of a protect of a 'missing' player where conditions 1, 2 and 3 of rule 7.7 are met but condition 4 is not, the protect will be deemed illegal. When this occurs, the team 'missing' the player will be granted a week to return the player to their Proboards roster, otherwise the player will be assumed to be unprotected.
If a protected player is found to be 'missing' from another roster more than a week since the protect post then the protect will stand as legal despite condition 4 not being met.
If, for any reason, a protect reversal is determined by the Commissioner to not be possible then no reversal will take place and no additional penalty applied.
6.9 Failure to Update Proboards Roster Following a Transaction
Any owner who fails to update their roster and post confirmation of that update within 14 days of a transaction (see rule 2.11) will incur incremental penalties depending on the owner's number of infractions since the last opening day:
1st and 2nd time - warning from the commissioner
3rd time - two week roster freeze (no free agent bids, trades, retirements, protects or unprotects)
4th time - four week roster freeze
Each further failure - two week roster freeze and $2.0 lowered salary cap for the following year per infraction
The owner will have 7 days from the announcement of an infraction to update their roster and post confirmation of that update before incurring a further penalty.
6.10 Failure to Meet the Roster Page Creation Deadline
Any owner who fails to post a new season's roster page by the specified deadline will have their roster maintenance period extended by an additional two weeks from the latest of the following events:
-the announced end of the roster freeze period
-the scheduled end of the roster freeze period (as per the year's event and deadline schedule)
-the final submission of their new roster page for roster checking
During this team-specific maintenance period extension, the only transaction that would be permitted is the acceptance of an available player team option. Free agent bids, trades, retirements, protects or unprotects would be disallowed.
If, in the view of the commissioner, an owner posts an obviously incomplete or inaccurate new roster page simply to meet the deadline then that owner will be penalised as if they had missed the deadline, and will continue to be penalised until a roster page of suitable accuracy has been posted.
6.11 Inactivity
If, in the view of the Commissioner, it is thought that an owner has been unexplainedly inactive and uncontactable for an inappropriate period of time, then the Commissioner reserves the right to replace the incumbent owner at their discretion. The Commissioner will consider the past history of the owner when assessing what time period of inactivity classes as inappropriate, with longer tenured and more active owners being granted more leeway (likely at least two weeks). Likewise, an owner in their first weeks may only need to be inactive and uncontactable for a small number of days (perhaps as little as 5) before the Commissioner loses faith in their commitment to the league.
6.12 Self-Reporting Infractions
Any owner suffering a cap penalty as indicated by rules 6.3 or 6.6 will have their penalty halved if they self-report their own infraction. Any infraction identified by the Commissioner or fellow league member will incur the full penalty as stated.
