When may we start posting trade announcements?

Thank you for the question. Sorry to be the one slowing down activity. Under the heading "schedule" and the sub-heading "calendar", it states: - November 8th, 2015: Trade market opens.
If teams wish to post a trade before then, there's no harm. But it cannot be processed for another two months.
The idea behind setting up the schedule this way is to ease us into what will become a typical yearly schedule. Although this is a year-round league, October is intended to be down-time. For non-playoff teams, both September and October will be slow months. Enjoy the (relatively small) break. Take your kids to the County Fair. Watch the MLB playoffs and World Series. Set up your fantasy football team. If a down month is too long, we can always discuss hand-shake agreements and rule change proposals. The following year's roster page can be created.
In a typical year, we'd be just entering our playoffs in early September. The trade deadline and waiver trade deadline will have passed. The trade market would only re-open after the MLB World Series when we vote on new rules and the Trade Committee. Ideally we'll get one member of the Trade Committee from each division as stated in the rules. (To prevent close rivals from emotionally vetoing trades.) If a few more people join by November, this might be more easily attainable.
Once again, I feel bad putting the brakes on the league I'm trying to get up and running, and appreciate the investment of effort from those already here.
If the prevailing sentiment is to move ahead, select a Trade Committee, and open up the trade market, then I'll be glad to go along.

By no means am I in a hurry to post an announcement. Oh sure I have been quite active with seven owners since my membership was approved last week. I feel as if I have shown my interest to others while receiving interest from them. I appreciate how slow this league has gotten to this point. I'm sure a lot of us have seen leagues proceed too fast and then they have to back track to correct mistakes. I can wait until November. I like the idea of "down time" because right now I have down time in three other leagues. I suppose I'm excited to be here.
As for a Trade Committee member, I would volunteer for a one year position on the board.
