My question is, has Burnett signed the official papers for his retirement from MLB? I see the three links all mention his last season but is Burnett "officially" retired?

I didn't realise that there are 'official papers' marking retirement?
It is up to TC to decide whether they are satisfied that Burnett has retired on the strength of the evidence that has been provided.

Approve (2-0)
(As the GM of his most recent affiliate, I can tell you he is listed as retired on literally every Pirates site I follow and subscribe to, including both paid Pirates sites)

I think he should be added into the final round, no reason not too...

The reason not to is that we don't add the hundreds of other retired players to the final round... Is Aramis Ramirez in the final round? I think it's better to have someone have to actively nominate retired guys if they want to take a chance on them.

Sorry, I may have misunderstood Mets' comment, and took it as a request. (At times I have also nominated players whether or not I intend to bid on them.)
The question of allowing retired players to receive bids can be discussed in the conversation thread.
If it wasn't a nomination, sorry for the misunderstanding.

I really want that guy on my team

One difference being Babe Ruth is dead, and AJ Burnett hasn't filed any papers with the league... Not only that, but he's talked the last 2-3 years about staying close to home and joining a team over the summer, before eventually signing to start on time... It's no sure thing, but I'd bet if it gets to be late spring and the Bucs have a few injury's in they're rotation, wouldn't at all be surprised to see pitch this summer...ala Andy Pettite a few years in NY.

Just to piggy back on what NYM just mentioned about the itch and AJ Burnett, I "suppose" there are official retirement papers to be filed. You figure players are not allowed to be on the HOF ballot until fice years after they "retire." Now I'm no union rep, I believe PIT would be better at this than me, but I can assume the ballplayers do in fact receive a pension since MLB has a players union once they become "retired."

I think people misunderstood my post.
I don't have an issue with someone nominating a retired player for auction. And I don't have an issue with teams bidding on retired players (though I do think they should be stuck with said players for at least one year). If someone wants to bid on Dan Haren, Tim Hudson, Torii Hunter, Aramis Ramirez, or Barry Zito, as a lottery ticket on the chance they unretire, that's fine. So if NYM was nominating Burnett for additional bidding, sure, no problem.
I just don't think we should automatically add every single retired player to free agent rounds, in part because we have already seen that half the bids they receive are from people who don't even know they are retired. If someone nominates them, sure. But I don't think adding them automatically is prudent.
To Dodgers' question, yes they do get a pension (and lifetime health care). 43 days of MLB service time is enough to get a $34,000 a year pension for life (which is part of why some of those AAAA guys bite and scratch for years trying to get just a little more service time). But when a guy like Burnett has received $150 million in salary, his $100k a year pension isn't terribly relevant to his finances.
