Possible area for improvement:
Reliever arb salaries
Why this could be considered an area for improvement:
RP is the only position where the open (free agent) market pays salaries comparable to (and often less than) the 4th-6th arb scale. This negatively impacts on the value of arb-eligible RP - already a volatile position - in a manner which is unique to RP, and could be interpretted as 'broken'.
Possible solution (A):
Reduce the multiplier used against ESPN's PR score for RP-only (4 or fewer starts in the previous season) pitchers to 25%/4th, 37.5%/5th, 50%/6th.
Pros of solution:
- A proportional reduction of the salary of 4th-6th arb scale RP would bring RP value and desirability closer into line with the value and desirability of 4th-6th players with similar levels of performance at other positions.
Cons of solution:
- Additional complication in the rule book.
Possible solution (B):
Reduce the maximum salary for RP-only (4 or fewer starts in the previous season) pitchers to $2.5/4th, $3.7/5th, $5.0/6th
Pros of solution:
- A cap on the salary of 4th-6th arb scale RP, bringing their value and desirability closer into line with the value and desirability of 4th-6th players from other positions.
Cons of solution:
- With a cap not affecting those with a PR score below 5, a relatively low number of arb salaries will be affected.
- Mid-range RP would be unaffected, and perhaps would see their value decrease relative to the RP market as a whole since only the elite are cheaper.
- A 4th-6th who scored 5.01 on the player rater would have the same salary the following season as reliever who scored double that on the PR.
- Additional complication in the rule book.
