This is a rule change proposal requiring either: a) a two-thirds majority of the vote when a minimum of 10 votes are received, or b) 16 or more votes in favour of the change to be written into the rulebook at the agreed time.
Rule 4.2 states: Every trade must contain at least one outbound and one inbound player for every team involved in the trade.
To fulfil this requirement, we regularly see trades where the composition of the trade is:
Player(s) of positive value + player(s) of negative value in exchange for Player of zero value (who is usually instantly unprotected)
This proposal would allow teams to 'buy' or 'sell' assets of positive value combined with negative value assets without the bureaucracy/admin of finding/posting/unprotecting a legal zero value return, and allow:
Player(s) of positive value + player(s) of negative value in exchange for (Nothing)
Trades of this nature would still be assessed by TC as any other trade would and would need to be Approved.

By a vote of 10-8, the existing rule requiring every trade to contain at least one outbound and one inbound player for every team involved in the trade will be retained.
