This vote is a league decision.
This vote has arisen from the following thread:

a) If we get a majority of those voting saying that nothing needs changing then no changes will be made to the participation requirements of the league.
This means that in response to multiple reports from multiple sources of the code of conduct not being followed with respect to responding to PMs, public reminder messages will continue to be posted without singling out individuals. Action beyond that is unlikely to be taken unless formal complaints are made about the conduct of another owner.
b) If we get a majority of those voting saying that they'd like to see participation increased, I will collaborate with anyone interested to come up with guidelines for identifying unacceptable participation levels and a framework that determines how this is responded to. This would be produced as soon as possible.
Once the guidelines and framework have been produced, a further vote will take place to either accept the new guidelines and framework into the league and rulebook, or to decide that the proposed changes have been declined.
I feel this further step is necessary, as I am conscious that the electorate does not know what precisely what changes they're voting for in this vote - and this additional step gives everyone the option to vote for an exact proposal.
(No change is better than a bad change, and this second vote should protect us from that situation.)
