Rule 5 (2016).12.2 states: 5(2016).12.2 Invalid Bids Discovered Whilst The Player Auction Is Still In Progress If a current winning bid is identified to be invalid it will be immediately voided by the Commissioner. At this point the last valid bid will be reinstated, and the auction clock reset to 24 hours to allow rival teams fair opportunity to beat that bid. As the Mariners bid has not stood for 24 hours it would be classed as 'winning'. This bid will now be voided, with the previous Angels bid being now considered to be winning: The clock will reset to 24hrs from the point of this post. As per rule 6.6, this is the Mariners first recorded free agency infraction so there is no penalty to them. Apologies to the Angels for this decision and/or delay. There is a thread open for discussion of rule 5.12.2. Any comments or suggestions are welcome there.
