If a bid is identified to be invalid and has been surpassed in value by only one other bidder then the commissioner will reinstate the leading bid prior to the invalid bid, and reset the auction clock to 24 hours from the post confirming the voidance to allow rival teams fair opportunity to beat the reinstated leading bid.”
