You can bid on a retired player if you choose. If the player has declared his retirement, or hasn't appeared in any professional baseball for 2 full years, then you can request the TC for permission to remove the contract per rules 4.12-14.

That makes for an interesting debate... If you want the benefit for being able to void a contract with a retired player, shouldn't you forfeit that right if you sign him after he has already retired?
In Chen's case he announced his retirement on his personal twitter in May 2015. If a team signs him after that, should they be stuck with him because his retirement isn't a new event?
(I actually think it's an interesting strategy on Dodgers' part, and not saying he shouldn't be allowed to sign retired players. Heck, pick up 10 of them and if 1 actually comes back and produces, it's worth the salary investment. Just wondering whether a team should be allowed to sign a retired guy essentially for "free" knowing that he can just void the contract any time he wants because an announcement was already made by the player... In either case, Stuart bid on him while the rules said he could void at will, so I think in Chen's case it wouldn't be fair to tell Stuart he is stuck with him. But perhaps a loophole that should be closed later, to make signing a retired player an actual risk).

To be honest I didn't know he was retired until this morning and after reading what NYY said about him. My idea when placing the bid last night was if he was a FA, at the time I believed this, then even if he was only to start two games this season then I could possibly benefit from Chen for a short time. I would rather pay a min salary for two MLB games than for a prospect who may never see a dugout of a MLB team.

Come to think of it, I guess it's very similar to what these guys are doing in the Burnett thread. Maybe Burnett comes out this summer for three months after scratching his itch once spring training is completed.
